it's wednesday, april 24. i'm michelle griego. >> hi, everyone. i'm frank mallicoat. nearly 5:00 now. an expert is warning that more bolts on the new span of the bay bridge are in jeopardy o failing. several already snapped last month. anne makovec has more. >> reporter: good morning. caltrans is holding its third meeting on this subject today. and this is going to go over a report by a specialist. this report was given to the organization unsolicited by a man who is highly regarded in the field of metals. basically, he is saying caltrans fell on its face. we are talking about metallurgist y un chung telling caltrans unless it identifies and replaces the bolts it can expect more breakage in the coming years. he tells the "contra costa times" that basically caltrans was inadequate with its specifications and its

inattention or ignorance led to this problem. 288 steel rods many of them faulty were installed under the east pier of the bridge. 32 of them snapped in early march. transportation authorities are taking this report seriously. metropolitan transportation commission chair amy worth tells the bay area news group it is possible to have the bolts lay dormant and fail later in an earthquake. these issues are why we need a comprehensive solution. end quote. so chung is recommending they use a different grade of steel. they are saying caltrans should test the surface hardness of the bolts and replace all suspect rods where possible. he is also recommending some new testing procedures. the problem with fault over bolts is they are already in concrete there on the new span behind me. live on treasure island, anne makovec, kpix 5. the new span of the bridge is on schedule to open labor

day weekend. two deadly shootings in 24 hours in the city of oakland. the first happened yesterday afternoon. one person was shot and killed on foothill boulevard and then last night again a shooting downtown forcing officers to close down the 12th street bart station. passengers evacuated as officers search for the suspects there. the station did reopen within the hour. the suspects are still on the run. a fire at a homeless shelter in san jose has about 50 residents displaced. most of the people women and children. the fire on south 11th street started after 5:30 yesterday evening when fire crews arrived on the scene they saw smoke and flames shooting from the deck on the third floor of the building. all of the residents able to get out safely. the cause of the fire is still under investigation. but a lot of smoke.

>> temperatures coming down out of the 80s and 70s in the valleys. patchy fog thicker and it's made its way inside the bay this morning. more fog and low clouds in the next few days as the high pressure is giving up the reign here for a bit. but it will be back. some of the fog over the bay right now is patchy. still clear in the valleys. the temperatures running in the 40s and the 50s right now. patchy fog lingering there. only 59 degrees in pacifica. to get inside the bay more sunshine and 66 degrees in oakland, about 76 and sunny in san jose. in the valleyches 77 degrees in napa, 77 in livermore and 75 degrees in concord. now, as we head in toward the next couple of days, temperatures cool down but looks like it will be a good weekend. we'll have more on the weekend forecast coming up. right now let's check the roads

with elizabeth. >> thank you, lawrence. if the commute takes you to 580 in livermore, you might want to leave five or 10 minutes early. there are backups behind an accident westbound 580 approaching north greenville. it is in the center divide but you can see some slowing already. actually both directions. coming through the altamont pass no issues out of tracy. closer towards the dublin interchange, this is a live look close to 680 where then things are moving nicely all the way towards the castro valley y at 580. silicon valley commute westbound 237, no issues this morning heading out of milpitas towards sunnyvale. and mass transit to run on time. bart has more than 20 trains on schedule. bart, muni, caltrain and ace all on time. westbound 92 at top speeds at the high-rise towards foster city. drive time 14 or 15 minutes out of hayward. and now here's our live look at the upper deck of the bay

bridge coming into san francisco on the "s" curve. still very nice on the approach. that's a check of traffic. back to you guys. >> thank you. boston is on the road to recovery. the area near the boston marathon finish line reopened to the public just a few hours ago. cbs reporter edward lawrence is in boston this morning. edward, investigators they have more details now. >> reporter: they are getting more details now that the suspect has been upgraded. interrogators are back inside his hospital room getting more information from him. he is apparently telling them reportedly the how and the why he attacked as the people in boston heal. the barricades came down early this morning on boylston street the site of last week's deadly marathon bombings. prior to opening the area, police escorted bombing victims to the scene for a private ceremony tuesday night. >> when you're face to face with the people directly affected and you see the bandages, you just feel what

they feel. >> reporter: these new photos appear to show the suspect 26- year-old tamerlan tsarnaev and his 19-year-old brother johar in a shootout with people -- with police last friday. tamerlan was killed. johar was captured later hiding in a bow. -- in a boat. dzhokhar tsarnaev was taken here to beth israel medical center with gunshot wounds. he was upgraded to fair condition tuesday allowing interrogators to ask him more questions about the events leading up to the bombings. cbs news has learned tsarnaev told investigators he and his brother were motivated through online jihadist websites. officials believe they may have read an internet publication with stories such as how to make a bomb in the kitchen of your mom. >> a problem now is since 9/11, transnational recruiting through the internet for sympathizers that are in our country. >> reporter: the investigation led officials to this store in new hampshire. tamerlan bought fireworks here six weeks before the marathon.

>> he definitely stressed that he wanted the biggest loudest stuff. >> reporter: officials believe the tsarnaevs may have used the black powder from the fireworks to build the bombs. vice president joe biden is actually coming to boston for a public memorial service. that memorial service is going to be for the m.i.t. officer murdered on friday. investigators say that that crime is actually what led police and investigators to the tsarnaev brothers. back to you. >> this is a big crime scene for investigators to go over. are they done with their work? >> reporter: they took nine days to go painstakingly over this entire crime scene. it has been released. they have opened boylston street a major street in the boston area. this morning the first public buses are going down the street. they are going to eventually later on this morning open up the train station -- the trolley station as they call it here, that's going to open

eventually later on this morning. so life is slowly getting back to normal in the area. business owners went back to their stores yesterday. today the people can be on the street. >> it will take some time, though. edward lawrence, live in boston, thank you. we are also hearing from the man who helped end the manhunt on friday night. david owns the boat where 19- year-old johar tsarnaev was found hiding inside. he described the moment he realized america's most wanted man was right in his own backyard. >> and i look in the boat over here, i look on the floor, and i see blood, good amount of blood. and my eyes went to the other side of the engine box. there was a body. >> reporter: what were you thinking at that moment? >> oh, my god. >> he says he is just glad he was able to help and feels lucky to be alive. a bogus tweet about a terror attack on the white house sent stocks into a tailspin yesterday. a hacker group is claiming

responsibility for the fake alert that caused the dow to lose about 150 points almost instantly. the tweet was contributed through the "associated press"' twitter page. kpix 5 reporter cate caugiran is in san francisco this morning to explain how a single tweet could send panic on wall street so quickly. it's amazing, cate. >> reporter: it is. we're live at twitter headquarters in san francisco. the site is trying to beef up security after this whole incident exposed a major weakness in the social media website. twitter is take a page from facebook and google. the website is employing a two- step authentication process that requires users logging in from a different location to give a password, a piece of information already registered to the device. this fake tweet was the latest in a series of high-profile attacks. analysts say this one in particular took hacking to a new

take a look. a quick-thinking police officer saved a man just before his death just moments before that train was about to hit him. he was going to jump on the tracks and then an officer pulled him back.

the police officer's heroic act caught on a subway surveillance camera. this is down in colombia. the officer said it is his job to protect the public and he will continue to do so. wow. >> it's his job to do it and he did it well. >> very well. >> thank goodness. no kidding. let's check the roads to see how it's going. >> things are great. here's a live look at our drive times for our most popular roads. there was one accident in livermore and that's why you see that slower drive time through the altamont pass. westbound 580 coming over the livermore valley. that's why you see that drive time 23 minutes right now take you out towards the dublin interchange. an accident in the median approaching north greenville. we are seeing stacking up behind it. unusually slow at least for this time of the morning. another fender-bender to report southbound 280 in woodside.

101 and 280 though both appear to be moving at the limit. i think this accident is already off to the right-hand shoulder. the silicon valley commute westbound 237 beginning to pick up a bit so maybe a few taps of the brake lights a tiny bit as you leave milpitas towards sunnyvale. bart so far still on time. and just another reminder if you use the powell street station, that entrance at stockton and ellis by the apple store entrance, that's remaining closed for the next five years. they are doing ongoing construction on the central subway. let's go outside really quickly for one more live traffic camera. this is a live look at the golden gate bridge. a couple of headlights this morning. they moved those lane changing trucks out of the way in the overnight roadwork so anyway, good to go heading into san francisco. that's traffic. here's lawrence. >> you see a little fog out there at the golden gate as we are seeing cooler temperatures on the way outside today. it will still be a nice afternoon. temperatures are going to start to drop as we are seeing more

of a sea breeze kicking in instead of that offshore wind. fog at the coastline sliding inside the bay, as well. so partly cloudy skies to start out the day mostly clear inland. and then that patchy fog will linger toward the coastline. that will keep those temperatures cooler. mostly sunny in the bay and valleys but more fog on the way for tomorrow and the slow cooling will continue. over the bay now you can see some of that patchy fog in the distance. the temperatures not all that bad this morning in the 40s and the low 50s. as we head throughout the day today, we are going to see a lot of sunshine by the afternoon. this ridge is breaking down but still strong enough to bring sunshine into the afternoon and fair weather. so around the stated today, you will see those temperatures up into the upper 80s into the sacramento valley around the state today. 89 in fresno. 75 yosemite. 63 degrees, sunny, lake tahoe. 61, patchy fog into the monterey bay. here's the fog on our computer models showing you trying to break up through the day. in the evening and overnight it will surge back onshore thicker

for tomorrow so the temperatures going to drop even further. still not bad by the afternoon. 77 in morgan hill, 76 san jose, 73 fremont, 50s at the coastline. 70s inland in antioch and brentwood. breezy in vallejo 74 degrees. north bay 74 in santa rosa. 71 novato. 77 degrees as you make your way into sonoma. so as the next couple of days unfold, it looks like we'll see some cooler temperatures probably bottoming out on thursday then a return of slightly warmer conditions friday with a little less fog. looks like a good weekend. then i think toward the middle of next week, maybe offshore winds and we could return to the 80s by about next tuesday. >> hooray! >> yeah. >> hooray! >> all right. >> it's up and down, not bad. >> thank you. new this morning, at least 70 people were killed in bangladesh after an 8-story building collapsed. the structure near the county's capital fell this morning

around 8:30 local time. hundreds of people were injured and dozens remain missing. the building housed shops, a bank and garment factory. workers had complained about the decaying building in the days leading up to the collapse. republicans on capitol hill are blaming former secretary of state hillary clinton for the u.s. consulate attack in benghazi. u.s. ambassador chris stevens and three other americans were killed in that attack last year. gop house members released a report saying clinton ignored requests for more security in libya. democrats say the report is politically motivated. one suspect cleared and another under investigation for the ricin-tainted letters sent to washington. paul kevin curtis was arrested last week charged with sending poison letters to president obama and two other elected officials. those charges were dropped after the fbi could find no evidence. >> when you have been charged with something, you just never heard of ricin or whatever, i

thought they says rice, so i said i don't even eat rice. >> now the fbi is focused on another mississippi man. they say the new suspect has a grudge against curtis and may have tried to frame him. federal officials say the enclosure was working properly when a lion killed an intern near fresno. the usda says there were no violations at the cat haven facility where 24-year-old diana hanson was killed last month. hanson was cleaning the cage of a 4-year-old male lion when he somehow escaped and attacked. the lion was shot and killed. a big payout for two women who were in the wrong place at the wrong time during the search for an l.a. fugitive. the two women were injured when police mistakenly opened fire on them during the manhunt for ex-l.a. cop christopher dorner. margie and her 71-year-old mother will now split $4.2 million. it's 5:19 right now. coming up a record night for the warriors in the play-offs. >> plus the giants rally in the 9th against the diamondbacks to tie it up.

>> your realtime captioner: linda marie macdonald there you go. bad bolts threatening to delay the opening of the new bay bridge and now an engineer warns they could snap once again. >> fog and low clouds rolling back onshore. cooler temperatures ahead. but by how much? we'll talk about that coming up. we have an unusual early- morning backup right now through the altamont pass in livermore. is mass transit a better option? we'll let you know coming up. good morning, everyone. it's wednesday, april 24. i'm michelle griego. >> hi, everyone. i'm frank mallicoat. almost 5:30 now on your wednesday. caltrans is expected to talk today about those bad bolts on the new bay bridge span. >> the bolts started snapping last month, as kpix 5 reporter anne makovec reports, experts warn more are in jeopardy of failing not good to hear, anne. >> reporter: no. it's been several weeks and they have no plan on how to fix the significant problem on new span of the bay bridge.

now, more experts are weighing in saying that more of these bad bolts could snap in the future especially in the case of a large earthquake. this morning we are hearing from a metallurgist that unless they fix the bolts more bolts will break in the coming years. he is talking to the "contra costa times" quoted as saying that caltrans was inadequate in its specifications and inattention or ignorance led to the problem. 288 steel rods many of them faulty were installed on the east pier of the bay bridge. 32 of them snapped in early march. now, chung tells the bay area news group, quote, it is very apparent that no one was passenger attention to the possibility of hydrogen embrittlement when the rods were in service. he says from what i see in the documents, dyson, the manufacturer of the bolts, gave caltrans what it asked for and caltrans fell on its face.

he recommends caltrans use a different grade of steel. other experts have concurred with that finding and chung is recommending that caltrans test the surface hardness of all the bolts and replace all suspect rods where possible and recommending new testing procedures. one of the procedures is to encase the whole thing in case other bolts do end up snapping. that that part of the bridge would still stay together. but again he have no actual plan in place yet. live on treasure island, anne makovec, kpix 5. >> how seriously is caltrans taking this expert's advice and findings? >> reporter: it is a 32-page report. they say they are going to be meeting with him next month but they are balancing his advice with the advice of their own experts, as well. >> anne makovec live on treasure island, thank you. new this morning, police in oakland are looking for suspects in two deadly shootings. first happened yesterday afternoon in east oakland and

last night a fatal shooting downtown forcing the 12th street bart station to close after 10:00. officers evacuated passengers to look for the shooters. station reopened within an hour. the suspects remain on the run though. and the city of richmond is looking into gun control measures. the city council voted 6-1 last night to direct its staff to develop a plan. this has been a particularly bloody month for the east bay city. over the weekend a man was injured in a shooting and last week a pair of teen siblings were shot and killed. richmond is also looking at a gun buy-back program, as well. a two-alarm fire at a homeless shelter yesterday left dozens displaced in san jose. kcbs radio's matt bigler tells us most of the residents are women and children. matt. >> reporter: we are here in san jose outside the invision villa the building that caught fire yesterday about 5:30. you can see some of the fire

damage from on top on the third floor. it looks to be like some sort of a rooftop garden or viewing area. the flames started on the third floor balcony and spread to the top roof area. at this point we can tell you that all 40 residents or thereabouts around 40 residents had to be evacuated. fortunately, no injuries and those folks have found alternative shelters. this is really a sad situation because we're talking about women and children who live at this innvision shelter in san jose across from the san jose state and some of the fraternity houses here. these are people who are in transitional situations. they have been now forced out of their shelter into other facilities. but this is certainly going to have a big impact on the overall shelter beds here in the south bay. live in san jose, matt bigler for kpix 5. >> thank you, matt. ready for the big cooldown? 5 degrees san jose not much.

>> i'll take it. >> a little cooldown especially near the coastline. you have the fog coming back there and it can get chilly when the fog rolls in and the wind blows. we'll see some of that fog sliding into the bay and especially in the valleys. in the napa valley we are seeing fog this morning. so we are seeing signs now of an increased onshore flow. that means some sea breezes kicking in to cool down the temperatures. out there now you can see some of the fog and low clouds in toward the east bay hills there. and hugging the oakland area. the temperatures right now running in the 40s and the 50s. nice day in the afternoon. let's plan on upper 70s in the warmest spots inland. 60s and 70s around the bay and 50s with the patchy fog at the coastline. when might we warm up again? let's check the roads with elizabeth. >> thank you, lawrence. westbound 580 through livermore we are seeing the most slow traffic or most unusually slow traffic this time of the morning. no longer in the main lines of

and traffic is flowing down boylston street right through the heart of the city now. before the street was opened to the public, though, police escorted bombing victims to the area for a private memorial service. >> when you're face to face with the people directly affected and you see the bandages, you just feel what they feel. >> newly obtained photos appear to show the bombing suspects in a shootout with police last friday. also, investigators have learned one of the suspects bought some fireworks at a store up in new hampshire six weeks before the marathon and possibly used black powder from them to make the bombs. the mother of tsarnaev brothers says there is no way her sons were involved in the bombings. in an interview with a britain news station she claims her sons were set up.

>> my sons are nothing to do with this. i know this. i know this. i'm mother. my kids would never get involved in anything like that. i know my kids. >> russia had flagged the elder tsarnaev brother as a possible islamic radical back in 2011. fbi did question him at moscow's request, but found nothing out of the ordinary. $20 million has been raised for the boston marathon victims. organizers will donate $5 to the fund for everyone person who registers for the bay to breakers race between now and noon tomorrow. more than 30,000 athletes are expected to run the annual 12k race on sunday may 19. bart is reexamining its safety pro comes. officials will discuss new communicate strategies and training programs at the board

of directors meeting tomorrow. bart's president says a growing number of people camping out in stations and lack of officers are cause for concern. the three boys accused of sexual assaulting audrie pots will be under house arrest and will have to be petitioned to be out of their parents's homes. audrie potts killed herself in september after the alleged sexual assault. a bogus tweet sent stocks to a tailspin yesterday. a hacker group is claiming responsibility for the fake alert that caused the dow to go down 150 instantly. the tweet was distributed through the "associated press"'s twitter page. kpix 5 reporter cate caugiran reports. >> reporter: good morning. this whole incident taught us a few major lessons. one, just how intertwined

twitter is with wall street. secondly, how vulnerable we are in the social media age and more importantly, twitter's vulnerability. now, this fake tweet was the latest in a series of high- profile twitter attacks. our own cbs "60 minutes" was a recent victim of the same crime. so the question, what is twitter doing? the microblogging site announced plans to introduce a two-factor authentication option. it's the same security facebook and google use. now analysts say it's about time. >> it's too easy to have anything but it is definitely too easy to hack anything but too easy to hack twitter. they are still relying on simple passwords. >> reporter: the two step process requires users logging in from a new location to give a password and information sent to an already registered device. we do know that the fbi is investigating this incident this after a group called the syrian liberation army says they are responsible for that's attacks. reporting live from twitter headquarters, cate caugiran, kpix 5.

low clouds and fog all around the bay area. so we are starting out with some patchy fog this morning. some of that has made its way into the valleys. in napa we are seeing some fog clear into concord now and mostly sunny by the afternoon. fog and cooling temperatures the next couple of days. out over the bay patchy fog stretching toward the bay bridge now. the temperatures running in the 40s and the 50s outside. i think as we look toward the afternoon that ridge of high pressure sliding a little bit further to the north. you have that low undercutting it. a stronger sea breeze as that ridge weakens. so cooler temperatures, mild numbers by the afternoon. how about sfo? well, we are not expecting any weather delays there. it's going to be mostly sunny by the afternoon about 63. heading across the country we could see some trouble spots making your way into houston. some thunderstorms a possibility there rough at times. mostly cloudy into denver, 54 and 68 degrees partly cloudy into new york. we are seeing patchy fog this morning. that should break up a little

bit but as we head toward the evening again it will surge back onshore and make its way well inland. we'll see these temperatures bottom out tomorrow. numbers around the bay area today very mild. 72 palo alto. east bay numbers in the mid- to upper 70s in afternoon. cooler with a sea breeze, 59 in daly city, 60 in san francisco and 66 in oakland. next couple of days we'll watch these temperatures cooling off then slow warming toward friday and saturday. >> i miss the 80s. outside good news and bad news this morning. the good news is a lot of the overnight roadwork is picked up or clearing now. bad news is our drive times starting to pick up because of the usual congestion. there are a lot more cars on the road than a few minutes ago. so westbound 92 maybe 16, 17 minutes out of hayward heading

over the high-rise towards foster city. this has been our hotspot this morning. a problem through the altamont pass and livermore. just now calling for a flatbed tow. an accident approaching north greenville there's still activity to clear it. it's in the median so the main lanes of the freeway are not blocked. we are seeing slow traffic now coming through the livermore valley out of the altamont pass and really continuing past towards vasco road. then towards dublin-pleasanton and the dublin interchange. then speeds improve. drive time slow 30 minutes between the altamont pass and 680. if you have a flight to catch down towards sfo, 101 still quiet this morning. 101 and 280 both moving at the limit. another heads up beginning this morning and the next five years, that's stockton, ellis and the powell street bart station remains shut down. by the way all bart trains are

failed last month. kpix 5 reporter anne makovec with what we're expected to hear from caltrans a little later this morning. >> reporter: there was a lot of criticism from board members that they have not yet come up with a plan to fix the problem. there are still faulty rods in the new span of the bay bridge here behind me. and now a new expert is saying that caltrans really fell on its face in this situation. unless caltrans identifies and replaces the bolts, he says they can expect more breakage in the coming years saying caltrans has been inadequate in its specifications that either inattention or ignorance led to the problem. 288 steel rods, many faulty, were installed into the east pier of the bay bridge and
